Division of Public Health Capacity Development (DPHCD)

The Division of Public Health Capacity Development provides public health practice guidance and strategic direction and works collaboratively to advance the capacity, agility, and efficiency of state, tribal, local, and territorial (STLT) public health.

DPHCD activities include the following:

  1. Support government relations, partnerships, and alliances with STLT health officers, secretaries, commissioners of states, territories, local areas, and tribes; governors, mayors, and other leaders within state, tribal, local, and territorial legislative and executive branches; national public health organizations and their regional and national affiliate organizations.
  2. Provide STLT agencies with technical assistance and support in the assessment, review, and implementation of policies and procedures necessary to improve the public health system's capacity and capabilities.
  3. Provide guidance and strategic direction for the recruitment, development, and management of field staff provided to local public health agencies.
  4. Develop and provide comprehensive training for project officers and consultants, STLT Health Officers, field staff, and leadership.
  5. Develop and improve community programs through the dissemination and the adoption of leading practices and lessons learned.

DPHCD Branches

Knowledge Management Branch (KMB)


KMB activities include the following:
  1. Develop and provide comprehensive, cross-agency training regarding the management of cooperative agreements and grants for project officers, program managers, and consultants;
  2. Facilitate the advancement and provision of training and development opportunities to STLT health partners to increase capacity across the governmental public health system;
  3. Manage the Public Health Associate Program (PHAP)and provide direct oversight and supervision to the Associates;
  4. Provide leadership in identifying and implementing strategies for effective collaboration of CDC and STLT public health professionals; and
  5. Work with the Technical Assistance Branch to facilitate STLT public health agency employee’s access to, and interaction with, CDC.

Partnership Support Branch (PSB)


PSB activities include the following:
  1. Oversee and maintain partnership cooperative agreements;
  2. Identify and support critical cross-CDC relationships and coordination in relation to partnership cooperative agreements;
  3. Provide leadership in evaluating and improving the performance of partnership cooperative agreements; and
  4. Manage the development of funding opportunity announcements and project officer coordination for partnership cooperative agreements.
