David Holmes, PhD

Dr. Holmes received his Bachelor’s of Science degree in Microbiology and Cell Science and his Ph D. in Microbiology and Immunology from the University of Florida. He conducted his Post Doctoral Research on arboviruses with the USDA at the Arthropod Borne Animal Disease Research Laboratory in Laramie, Wyoming and on West Nile virus at Georgia State University in Atlanta, Georgia. He then served as an Assistant Professor for Biological Sciences at Kennesaw State University in Kennesaw, Georgia.
Dr. Holmes joined CDC as a contractor with Constella Group serving as a Senior Inspector with the CDC Division of Select Agents and Toxins (DSAT). He was charged with running the CDC Import Permit Program and he also conducted select agent inspections of A/BSL 2, A/BSL3, BSL3Ag and A/BSL4 laboratories at registered facilities throughout the United States and around the world. Also, while at Constella Group, Dr. Holmes served as the Project Manager for the National Institutes of Health Office of Biotechnology Activities’ Institutional Biosafety Committee Site visit contract.
In 2006, Dr Holmes joined CDC as the Team leader for Federal Institutions and as the Associate Director for Science with the DSAT. He had responsibility for supervising the activities of the federal team while they conducted inspections of A/BSL 2, A/BSL3, BSL3Ag and A/BSL4 laboratories at registered facilities throughout the United States and around the world. He also represented DSAT at national and international meetings on select agent biosafety and biosecurity issues.
In 2009, Dr Holmes accepted a position with the CDC Office of Health and Safety as the Biological Safety Officer and Biosafety Team Leader with responsibility for the Biosafety of CDC A/BSL 2, A/BSL3, and A/BSL4 laboratories throughout the United States and around the world.
