Change in Rating Period for Annual COER
On 26 April 2005, the Acting Assistant Secretary for Health signed Commissioned Corps Personnel Policy Memorandum 05-010 (PDF, 42 KB), changing the rating period for Commissioned Officers' Effectiveness Reports (COER).
Since 1992, the annual COER rating period has been 1 june to 31 May of the following year.
Effective immediately, the new rating period for the annual COER will be 1 October to 30 September of the following year.
The rating period for the 2005 annual COER only, will be from 1 June 2004 to 30 September 2005, a period of 16 months. Thereafter, the rating period will be on a fiscal year basis.
Due to the change in rating period, the availability of the online COER will
be delayed until this fall.
