- New COER Tool
The Office of Commissioned Corps Force Management (OCCFM) presented the new COER and instruction sheet (PDF, 0.354 MB)

- Regular Corps/Reserve Corps
The passage by the House of Representatives and signing by President Obama of the "Patient Protection and Affordable Care Act" (Act) creates many new exciting possibilities for the Public Health Service (PHS) Commissioned Corps. As this Act continues to move through the legislative process to Senate reconciliation, the Corps is evaluating the provisions and will develop a plan for its implementation. Presuming that Section 5210 of the Act remains intact through reconciliation, the Corps will be required to promulgate new regulations and policies to accommodate the new language.

- New Call-to Active Duty into the Regular Corps
The Office of Commissioned Corps Operations (OCCO) has imposed a moratorium on all Commissioned Corps NEW Calls to Active Duty. This is due to the passage of the “Patient Protection and Affordable Care Act” which eliminated the Reserve Corps. OCCO/OCCFM need to change Corps Policy to call new officers into the Regular Corps instead of the Reserve Corps. OCCO/OCCFM/ OSG and other HHS leadership are active pursuing the needed authority to resolve this issue. NOTE: This does not affect Transfers, Billet Updates, Details, etc.

Membership
- Members will be drawn from CDC/ATSDR officers volunteering for a term on the CCPAC.
- The CDC and ATSDR representatives to the Surgeon General’s Professional Advisory Committee (SGPAC) will serve as Chair and Vice-Chair respectively. They and their two alternates to the SGPAC will serve as an executive committee. The alternates will also serve as CC-PAC members.
- Officers serve as CC-PAC members at the pleasure of the CDC Director,
but in general,
they will be chosen based on recommendations of the Chair and Vice Chair
according to the
following criteria:
- Demonstrated level of knowledge/interest in Corps affairs
- Diversity of rank, category, geographic location, race/ethnicity, and gender, in order to achieve broad representation
- Normally, members will each serve a term of three years. To avoid excessive turnover at any given time, terms will be staggered, with one third of the Committee rotating off and being replaced by new members each year. Accordingly, the initial members will serve one, two, or three years, as determined by lot.
- On an as-needed basis, subcommittees may be formed to address specific issues. Subcommittees may utilize all relevant expertise and person-power available, including the services of non-member officers
Activities
1. Policy/Procedures.
CC-PAC will advise the CDC Director and assist the CDC Office of Commissioned Corps Personnel to develop and establish policies and procedures specific to CDC/ATSDR where PHS-wide policies have not been articulated or are insufficiently specific. In addition, the CCPAC will assist the CDC/ATSDR leadership in the development of input for PHS policy proposals that are under development. Where an agency need exists, the Committee may provide input and/or advise the Director on the possible need for CDC/ATSDR to propose new initiatives or policies to PHS. How existing, proposed, or developing policies would affect CDC/ATSDR’s workforce and its ability to carry out its mission will be a major focus of the Committee.
- The Committee will serve as a forum for discussion and evaluation of officers’ questions and concerns regarding the relationship of the Corps to the CDC mission
- The Committee will support and facilitate communication to officers of timely information from the various PAC meetings taking place in Rockville and Washington and from other relevant and reliable sources about the future and current activities of the Corps.
- Officers on the CC-PAC will be involved in the chain of communication on ongoing issues and developments and will communicate such information back to other officers at CDC and ATSDR as may be appropriate and in ways to be determined by the full CC-PAC.
