Guidance Promotion Information Report Clarification

Good afternoon CPOs, PAC Chairs, Agency Corps Liaisons, and other billets transformation process participants:

Earlier this afternoon, several officers contacted me, distressed, (understandably so) with information that they read in their Promotion Information Reports (PIRs) within their online OPFs. They were concerned that in the “Assignment History” section of their PIRs, the grade stated in that section was not the grade that they believed had resulted from the recent billets transformation process.  Clarification, on several levels, is in order:

  1. The grade in the “Assignment History” is NOT the grade associated with the officer’s new billet.  The stated grade is the pay grade of the officer in question. For example, in the statement “CHANGE OF BILLET on 24 Feb 2012 at Grade 5”, the “Grade 5” refers to the officer’s current pay grade.
  2. The section of the PIR that is associated with billet grade is the section titled “Current Assignment”.  However, the information currently contained in the “Current Assignment” section of the PIRs has not yet been changed to reflect billet grade changes (if any) associated with billets transformation. As has been shared previously, it was never the intent to use billet grades associated with billets transformation for the 2012 promotion cycle. Therefore, “Current Assignment” billet grades reflect the “pre-billets transformation grades” of officers and will not be changed until the conclusion of the 2012 promotion cycle.
