For years prior to 1964, the percentage was calculated by dividing the population receiving fluoridated water from systems adding fluoride (adjusted) by the total U.S. population. Since 1964, the percentage was calculated by dividing the population receiving fluoridated water from both adjusted and naturally fluoridated water systems by the total U.S. population.
