Project Teams
Currently, the project has engaged over 70 staff from federal and state immunization programs to work on various components of VMBIP. Grantees from all over the country are engaged in daily activities, meetings, and decision-making. There are working teams for all major aspects of the program, which include: ordering and distribution, vaccine stockpile, systems, fiscal operations, vaccine management and accountability, and communications.

Funds Management Team
PURPOSE: Develop operating guidelines for all aspects of a new approach to managing federal and state vaccine funds.

Activities of the Funds Management Team include:

  • Develop a funds management proposal, defining future processes for the transition and end state that is designed to reduce current administrative burdens and facilitate a centralized distribution model
  • Hold working sessions with other VMBIP teams to further develop transition plans and to identify systems implications of current and future systems
  • Work with pilot projects to understand their unique needs and facilitate transition into centralized distribution and funding

Funds Management Team members include: NIP, Procurement and Grants Office (PGO), Financial Management Office (FMO), CT, GA, MA, NC, NY, OH

Ordering and Distribution Team
PURPOSE:Develop a model for national vaccine distribution contract (s), inventory management, and a centralized vaccine ordering process including business rules for order processing.

Activities of the Ordering and Distribution Team include:

  • Develop and distribute the Request for Proposal for the national distributor
  • Develop the business rules and system requirements for the national distribution and ordering system
  • Collaborate with the Stockpile Team to resolve any inventory management issues

Team members include: NIP, PGO , AK , CA, GA, ME, MT, NC, NY, NYC, OK, TX, VA, UT

Systems Team
PURPOSE: Address the systems and technology needed to support the new business model including identifying and defining system requirements.

Activities of the Systems Team include:

  • Created process flows of the current state NIP funds management and excise tax processes
  • Developed system high-level requirements for the vaccine ordering application
  • Developed day-in-the-life scenarios that document the user activities for the vaccine ordering application
  • Define and analyze the system requirements and provide program management support for implementation moving forward.

System Team members include: NIP and NIP field staff

Pilot Team
PURPOSE: Design a pilot program that ensures implementation success.

Activities of the Pilot Team include:

  • Develop a pilot portfolio selection criteria
  • Finalize pilot project sequence and timing of distribution and ordering implementation rollout
  • Develop high-level activity plans for pilot projects to use for guidance
  • Work with pilot projects to address individual issues and concerns

Pilot Team members include: NIP, NC, CHI, CA, WA, MD

Communications Team
PURPOSE: Promote communication and information exchange between VMBIP teams and outside groups through presentations, written documents, and discussions.

Activities of the Communications Team include:

  • Develop materials to provide statkeholders and workgroups with current and accurate information on VMBIP activities
  • Develop a quarterly update to summarize the activities, major accomplishments, and short term objectives of the six VMBIP work team
  • Develop the VMBIP website for grantees

Communication Team members include: NIP, AR, OK, NH, TX, NC, and CO

Stockpile Team
PURPOSE: Improve the efficiency and effectiveness of the pediatric vaccine stockpile administration and management

Activities of the Stockpile Team include:

  • Develop alternative models for vaccine stockpile management so that vaccine manufacturers may recognize revenue on the sale of vaccine to CDC for stockpiles
  • Discuss target quantities of vaccines to be held in the stockpile, release protocols for vaccines in emergency and non-emergency situations, and other issues
  • Hold monthly teleconferences with vaccine manufacturers to share project status and obtain feedback

Stockpile Team members include: NIP, PGO, FMO
