National Transportation, Warehousing, and Utilities Agenda

National TWU Agenda

The NORA Transportation, Warehousing, and Utilities (TWU) Sector Council finalized this version of the national TWU strategic agenda after considering public comments on the previous draft.

The TWU sector grouping covers all modes of transportation, warehousing, and utilities which provide electric power, natural gas, water and sewage treatment (NAICS 48-49 and 22). Over 7.6 million U.S. workers were employed in the TWU sector in 2009. The sector accounts for 5% of U.S. workers, but 15% of workplace fatalities. Workers employed in truck transportation account for 58% of the fatalities in the TWU sector. In addition to being at risk of fatal injuries, workers in the sector are at risk of injury or illness from transportation incidents, overexertion, electrocution, vehicle emissions and falls.

The TWU Sector Council has developed four strategic goal areas which were judged to define the major occupational safety and health priorities for the sector: Strategic Goal 1 - fatal and nonfatal traumatic injuries; Strategic Goal 2 - musculoskeletal disorders; Strategic Goal 3 - health and wellness; and Strategic Goal 4 - chemical, biological, and physical hazards and exposures.

Five NIOSH Priority Goals

The following chart lists the five Activity and Output Goals (AOG) that were selected by the TWU program as primary research focus areas within NIOSH in July 2010. The three AOGs that are highlighted have been further identified as focus areas for FY 2013 small projects.

TWU GoalGoal Statement
AOG1.d.2.1Identify risk factors for vehicle crashes among truck drivers
AOG2.2.2Identify and fill research gaps and evaluate evidence for inclusion of non-physical risk factors such as fatigue, work organization, individual co-morbidities, and psychosocial metrics as they contribute to upper extremity, lower back, and lower extremity WMSDs in the TWU Sector
AOG2.8.2Assess the impact of health and safety investments on the incidence, severity, and cost associated with MSDs in the TWU Sector
AOG3.3.1Establish prevalence, identify risk factors, including work environment, associated with obesity among commercial drivers
AOG4.1.1Identify priority chemical exposures of concern for the TWU Sector, based on existing or planned use, magnitude of user population, toxicity, and potential for exposure
