Abstract
A partnership between the National Institute for Occupational Safety and Health (NIOSH) and the International Association of Industrial Accident Boards and Commissions was formed to study the feasibility of collecting state workers' compensation administrative records (i.e. First Reports of Injury). This article provides a snapshot of the history of collecting occupational safety and health statistics in the United States that led to this effort. More importantly, it presents an overview of the first phase in this ongoing work to develop a multi-state workers' compensation administrative records database. The second phase of this project will conduct an assessment of the quality and completeness of the records collected, which will be reported in a future article.
