  • To assist the FEMA Center for Domestic Preparedness (CDP) and the CDC NCEH EPHRB in the development of protocols and guidelines for the safe use and reuse of pristine commercially available NIOSH-approved CBRN APR and accompanying PPE; increase the CDP's laboratory analytical capabilities; and enhance worker and trainee protection to support the training objectives of the chemical, ordnance, biological, and radiological training facility (COBRATF) at the DHS FEMA CDP in Anniston, Alabama

Project Scope

  • Assist the CDP in the following tasks: replace military specified PPE with NIOSH-approved CBRN APR and federal-consensus standard OSHA/NFPA rated chemical/biological ensembles; evaluate commercially available NIOSH-approved CBRN APR; review test data and address procedural gaps; develop CDP concept test procedures for the decontamination and reuse of NIOSH-CBRN APR; select next generation leak/fit test instruments and methods to improve the COBRA TF respiratory protection program and conduct a comprehensive review of all COBRATF policies impacted by the IAA project updates

  • FEMA CDP adopts CDC 2003/2004 AELs, replaces mil-spec gas masks, and uses new NIOSH-approved CBRN APR IAW reuse protocols
