Objective

Project Scope


  • Develop performance standards, Standard Test Procedures (STP), Standard Operating Procedure (SOP) and acquire state-of-the-art test equipment and test facilities to support NIOSH-certification of CC-SCBA

Milestones

  • Initial draft of Subpart Q written in Regulatory Language is complete and is in the queue for NIOSH Office of General Council (OGC) Review
  • Acquiring CC-SCBA test items and components from two different manufacturers to initiate Benchmark Testing to establish the TIL performance requirement
  • TIL Benchmark testing is anticipated to begin in Jul 2010 and will be conducted in collaboration by PSD and TEB: Initial Test Plan is near complete and will be submitted to TEB for review and coordination
  • Developed GB and HD STPs using new CO2 and Humidity Breathing System
  • After first comment period of the Notice Of Proposed Rulemaking (NPRM), update, create and potentially adopt (STPs) to test the new performance requirements

Outputs

  • Eliminate obsolete requirements
  • Update or add STP and SOP for testing current, new, CBRN, and Fire Resistant performance requirements
  • Allow for flexibility for greater variety of CC-SCBA designs to be certified
  • Certified CBRN CC-SCBA with optional high heat and flame resistance properties
  • Availability of CC-SCBA for use in CBRN and high radiant heat and flame (If NIOSH limitation on CC-SCBA use in heat is repealed) environments
  • Final rule stated in Title 42 CFR Part 84, Subpart Q

Outcomes

  • Improve CC-SCBA performance and safety for traditional users as the mine rescue teams and for potential new users such as the military, first responder and fire service communities
