Overall Mining

The Mine Safety and Health Administration (MSHA) maintains data collected under the Code of Federal Regulations (30 CFR Part 50) on accidents, fatal and nonfatal injuries, illnesses, employment, and coal production. Summary data were obtained from the MSHA data files for mine operators and independent contractors working on mine property. See Statistical Methodology for further information.

Mining Operations

  • In 2013, a total of 13,759 mining operations [1] reported employment to MSHA.
  • Active mining operations were distributed among the coal (n=1,700; 12.4%), metal and nonmetal (n=1,231; 8.9%), and stone and sand & gravel (n=10,828; 78.7%) industry sectors. [2]
  • The majority of the active mining operations were classified as surface (n=13,000; 94.5%). Underground mines accounted for the remainder of operations (n=759; 5.5%).
  • Nearly half (44.6%) of the mining operations produced the primary commodity of sand & gravel, followed by crushed and broken limestone (14.1%), and bituminous coal (11.3%).
  • Mines reporting to MSHA are located in all 50 states, Puerto Rico, and the Virgin Islands. Pennsylvania had the most mines (n=897; 6.5%) followed by Texas (n=716; 5.2%). Almost half (48.7%) of the active mining operations were located in the 13 topmost states.

Employees

  • A total of 373,882 employees, [3] corresponding to 317,581 full-time equivalent (FTE) [4] employees, were reported to MSHA by mine operators and independent contractors. [5]
  • Within the mining commodities, [6] coal mine operator employees accounted for 28.6% of all employee hours reported, followed by stone operators (19.7%), metal operators (15.0%), noncoal contractors (13.5%), sand & gravel operators (8.1%), coal contractors (7.1%), and nonmetal operators (7.9%).
  • The FTE employees reported for surface [7] work locations were higher (n=254,050; 80.0%) than those at underground work locations (n=63,531; 20.0%).
  • The average number of mine operator employees comprised 67.7% of the workforce compared to 32.3% for independent contractors.
  • The distribution of employees by industry sector included coal operators (n=83,005; 22.2 %), metal and nonmetal operators (n=70,888; 19.0%), stone and sand & gravel operators (n=99,268; 26.6%), coal contractors (n=39,943; 10.7%), and noncoal contractors (n=80,778; 21.6%).

Occupational Fatalities

  • There were 41 occupational fatalities reported to MSHA in 2013. This compares to 35 in 2012.
  • Within the industry sectors, nearly half of the fatalities occurred in the coal sector (n=20; 48.8%), followed by stone and sand & gravel (n=13; 31.7%) and metal and nonmetal (n=8; 19.5%).
  • Fatalities occurred at surface work locations in 53.7% of the cases (n=22) with the remainder (n=19; 46.3%) occurring at underground work locations.
  • The overall fatality rate was 14.2 [95% confidence interval (CI): 10.2, 19.2] per 100,000 FTE employees.
  • The fatality rate of 29.9 [CI: 18.0, 46.7] for underground workers was higher than the surface worker rate of 9.8 [CI: 6.1, 14.8].
  • The fatality rate for mine operators was 16.3 [CI: 11.5, 22.4] (n=37). Note that no rate was calculated for independent contractor fatalities when the number was less than 5 (n=4).
  • The highest number of fatalities reported by accident classification was for powered haulage (n=14; 34.1%), followed by machinery (n=9; 22.0%).
  • The nature of injury most frequently reported for the fatalities was multiple injuries (n=18; 43.9%), followed by crushing (n=12; 29.3%).
  • Multiple body parts (n=16; 39.0%); head, not elsewhere classified (n=9; 22.0%); and body systems (n=7; 17.1%) were the parts of body most frequently reported for fatalities.

Nonfatal Lost-time Injuries

  • In 2013, there were 5,258 nonfatal lost-time injuries occurring at an overall rate of 1.8 [CI: 1.8, 1.9] per 100 FTE employees.
  • These injuries occurred at underground (n=1,948; 37.0%) and surface (n=3,310; 63.0%) work locations.
  • A total of 331,399 days were lost from work [8] as a result of these injuries.
  • The nonfatal lost-time injury rate for mine operators was 2.0 [CI: 2.0, 2.1] per 100 FTE employees, and the independent contractor injury rate was 1.0 [CI: 0.9, 1.1].
  • Underground workers had a higher rate of nonfatal lost-time injuries at 3.1 [CI: 2.9, 3.2]. The rate for surface workers was 1.5 [CI: 1.4, 1.5) per 100 FTE employees.
  • The most frequent accident classification of nonfatal lost-time injuries involved handling materials (n=1,896; 36.1%), followed by slip or fall of person (n=1,342; 25.5%). When considering worker location, handling materials was the leading accident classification for both underground (n=665; 34.1%) and surface (n=1,231; 37.2%) locations.
  • Sprains or strains was the most frequently reported nature of injury (n=2,372; 45.1%). This was followed by injuries involving fractures,  chips (n=918; 17.5%); cuts, lacerations, punctures (n=557; 10.6%); and contusions, bruises (n=470; 8.9%).
  • The back was the most frequently reported body part injured (n=926; 17.6%) resulting in 59,884 days lost from work. This was followed by injuries to the finger (n=640; 12.2%; 30,791 days lost) and the knee (n=540; 10.3%; 31,765 days lost).

Coal Mine Operator Industry Sector

Mining Operations

  • In 2013, a total of 1,700 coal mining operations reported employment to MSHA. This compares to 1,871 coal mining operations in 2012.
  • Bituminous mines comprised 91.3% (n=1,552) and anthracite mines 8.7% (n=148) of all coal mining operations.
  • The majority of coal mines are classified as surface mines (n=1,204; 70.8%).
  • Approximately 71% of all coal mines were located in three states: Kentucky (n=449; 26.4%), Pennsylvania (n=385; 22.6%), and West Virginia (n=378; 22.2%).

Employees

  • A total of 83,005 employees, corresponding to 90,848 FTE employees, were reported by coal mine operators.
  • Within the mining commodity sectors, coal mine operator employees accounted for 28.6% of all employee hours reported.
  • The employee hours reported for underground and surface work locations were nearly equal.
  • The average number of employees at underground work locations was reported as 40,830 (49.2%) and 42,175 (50.8%) employees working at surface locations.

Occupational Fatalities

  • There were 18 occupational fatalities (14 occurring underground and 4 at the surface) reported among coal mine operator employees in 2013.
  • The fatality rate was 20.5 [CI: 12.1, 32.4] per 100,000 FTE employees.
  • The highest numbers of fatalities reported by accident classification was for powered haulage (n=7; 38.9%) and machinery (n=5; 27.8%).
  • The leading nature of injury for these coal mine operator fatalities was crushing (n=10; 55.6%), followed by multiple injuries (n=6; 33.3%).

Nonfatal Lost-time Injuries

  • There were 2,128 nonfatal lost-time injuries (1,577 at underground and 551 at surface work locations) among coal mine operators occurring at a rate of 2.4 [CI: 2.3, 2.5] per 100 FTE employees. A total of 171,560 days lost from work resulted from these injuries.
  • The most frequent accident classification of nonfatal lost-time injuries for coal mine operator employees involved handling materials (n=718; 33.7%), followed by slip or fall of person (n=512; 24.1%).
  • Sprains or strains was the most frequently reported nature of injury (n=1,025; 48.2%). This was followed by fractures or chips (n=385; 18.1%).
  • The back was the most frequently reported body part injured (n=393; 18.5%) and accounted for 36,395 days lost from work. This was followed by injuries to the knee (n=255; 12.0%), shoulder (n=206; 9.7%), and fingers (n=205; 9.6%).

Metal and Nonmetal Mine Operator Industry Sector

Mining Operations

  • A total of 1,231 metal and nonmetal mining operations reported employment to MSHA in 2013. This compares to 992 mines reported in 2012. Note that this increase may be attributed to a new Standard Industrial Classification (SIC) added by MSHA for “Sand, industrial; ground silica/quartz” (SIC 14460) with a canvass class of nonmetal. Prior to 2013, these mines were assigned SIC 14410 with a canvass class of sand & gravel.
  • The new SIC for sand, industrial, ground silica/quartz comprised the largest number of metal and nonmetal mining operations (n=261; 21.2%). This was followed by gold (n=193; 15.7%) and common clay (n=135; 11.0%).
  • The leading SIC at metal mining operations was gold (n=193; 55.3%). Nonmetal mining operations reported sand, industrial, ground silica/quartz as the primary commodity mined (n=261; 29.6%).
  • Active metal and nonmetal mining operations are found through 48 states and Puerto Rico.
  • The majority of metal and nonmetal mining operations are classified as surface mines (n=1,079; 87.7%).
  • Nevada had the largest number of metal and nonmetal mines (n=112; 9.1%), followed by California (n=82; 6.7%), and Texas (n=77; 6.3%).

Employees

  • Metal and nonmetal mine operators reported a total of 70,888 employees, corresponding to 72,562 FTE employees.
  • Within the mining commodity sectors, metal and nonmetal mine operator employees accounted for 22.8% of all employee hours reported.
  • Metal and nonmetal employees were reported for both underground (13.6%) and surface (86.4%) work locations.

Occupational Fatalities

  • There were seven occupational fatalities (five occurring underground and two at a surface work location) reported among metal and nonmetal mine operator employees in 2013. This compares to three fatalities reported in 2012.
  • The fatality rate was 11.0 [CI: 4.4, 22.7] per 100,000 FTE employees.
  • The fatalities had accident classifications of powered haulage (n=3); falling, rolling, or sliding rock or material (n=2); and explosives and breaking agents (n=2).
  • The nature of injury with the highest frequency was multiple injuries (n=4). 

Nonfatal Lost-time Injuries

  • There were 1,152 nonfatal lost-time injuries (204 at underground and 948 at surface work locations) among metal and nonmetal operators occurring at a rate of 1.8 [CI: 1.7, 1.9] per 100 FTE employees. A total of 52,419 days lost from work resulted from these injuries.
  • The most frequent accident classification of nonfatal lost-time injuries for metal and nonmetal mine operator employees in­volved handling materials (n=428; 37.2%) followed by slip or fall of person (n=302; 26.2%).
  • Sprains or strains was the most frequently reported nature of injury (n=542; 47.0%).
  • The back was the most frequently reported body part injured (n=196; 17.0%) and accounted for 7,248 days lost from work. This was followed by injuries to fingers (n=148; 12.8%), shoulders (n=113; 9.8%), and knees (n=110; 9.5%).

Stone and Sand & Gravel Mine Operator Industry Sector

Mining Operations

  • A total of 10,828 stone and sand & gravel mining operations reported employee hours to MSHA in 2013 compared to 11,230 in 2012. Note that changes MSHA made to SICs in 2013 resulted in 261 mines that were formally classified as sand & gravel mines being moved to the nonmetal canvass class.
  • Stone and sand & gravel mines were found throughout all 50 states, the Virgin Islands, and Puerto Rico.
  • In stone mining, crushed and broken limestone was the primary commodity for the largest number of mining operations (n=1,943; 44.5%).
  • Pennsylvania had the most stone mines (n=406; 9.3%), followed by Texas (n=376; 8.6%).
  • Sand & gravel is the primary commodity mined at sand & gravel mines (n=6,140; 95.0%). The other primary commodity mined had the new SIC for construction sand & gravel and common sand (n=325; 5.0%).
  • The states with the leading number of sand & gravel mines were Minnesota (n=488; 7.5%), New York (n=399; 6.2%), Wisconsin (n=398; 6.2%), and Michigan (n=356; 5.5%). 

Employees

  • There were 99,268 employees, corresponding to 88,502 FTE employees, reported by stone and sand & gravel mine operators.
  • Within the mining commodity sectors, stone and sand & gravel mine operator employees accounted for 27.9% of all employee hours reported.
  • All sand & gravel operator hours reported were for surface work locations. Stone operator hours were reported for both underground (3.1%) and surface (96.9%) work locations.

Occupational Fatalities

  • In 2013, there were 12 occupational fatalities reported among stone and sand & gravel mine operators, compared to 10 in 2012.
  • All of these fatalities occurred at surface work areas of the mine.
  • The fatality rate was 15.8 [CI: 8.1, 27.5] per 100,000 FTE employees.
  • Powered haulage was the accident classification with the most fatalities (n=4; 33.3%).
  • The leading nature of injury for these fatalities was multiple injuries (n=6; 50.0%).

Nonfatal Lost-time Injuries

  • There were 1,363 nonfatal lost-time injuries (36 at underground and 1,327 at surface work locations) among stone and sand & gravel operators occurring at a rate of 1.8 [CI: 1.7, 1.9] per 100 FTE employees. A total of 76,476 days lost from work resulted from these injuries.
  • The leading accident classification of nonfatal lost-time injuries for stone and sand & gravel operator employees involved handling materials (n=536; 39.3%), followed by slip or fall of person (n=366; 25.9%) and hand tools (n=152; 11.2%).
  • Sprains or strains was the most frequently reported nature of injury (n=604; 44.3%).
  • The back was the most frequently reported body part injured (n=245; 18.0%) and accounted for 12,660 days lost from work. This was followed by injuries to fingers (n=194; 14.2%) with 7.837 days lost.

Coal and Noncoal Independent Contractors

An independent contractor is defined by MSHA as “any person, partnership, corporation, subsidiary of a corporation, firm, association or other organization that contracts to perform services or construction at a mine.” Contractors that perform specific types of work are required to report the number of employees who work at coal mines and noncoal mines.

Independent Contracting Companies

  • A total of 10,285 independent contracting companies reported employee hours to MSHA.
  • Coal contractors accounted for 3,215 of the companies (31.3%), and 7,070 (68.7%) were noncoal (metal, nonmetal, stone, and sand & gravel) contracting companies.

Employees

  • Independent contractors reported a total of 120,721 employees, corresponding to 65,670 FTE employees.
  • Coal contractor employees comprised 33.1% (n=39,943) of the contractor employment, and noncoal contractor employees represented 66.9% with 80,778 employees reported.
  • The distribution of employee hours for coal contractors was 15.8% for underground work locations and 84.2% for surface locations.
  • Noncoal contractor employee hours were reported at underground locations 5.2% of the time with 94.8% of the hours being worked at surface locations.

Occupational Fatalities

  • A total of four occupational fatalities occurred among independent contractor employees. Note: No fatality rates are calculated when the number of fatalities is less than five.
  • Two of these fatalities were attributed to coal contractors and two fatalities were for noncoal contractors.
  • All these fatalities occurred at surface areas of the mine.
  • Of the contractor fatalities, two had an accident classification of machinery, one was electrical, and one fatality was classified as falling, rolling, or sliding rock or material.

Nonfatal Lost-time Injuries

  • There were 615 nonfatal lost-time injuries among contractor employees (131 at underground and 484 at surface work locations) with an overall rate of 1.0 [CI: 0.9, 1.1] injuries per 100 FTE employees.
  • The underground nonfatal lost-time injury rate of 2.3 [CI: 1.9, 2.6] was greater than the surface injury rate of 0.9 [CI: 0.8, 0.9] per 100 FTE workers.
  • Of the total injuries, 271 were attributed to coal contractors and 344 were for noncoal contractors.
  • The leading contractor classification of nonfatal lost-time injuries involved handling materials (n=214; 34.8%) followed by slip or fall of person (n=162; 26.3%).
  • The back was the most frequently reported part of body injured for coal contractors (n=47; 17.3%), resulting in 2,298 days lost from work. The leading parts of body injured for noncoal contractors were fingers (n=60; 17.4%; 3,636 days lost) and back (n=45; 13.1%; 52; 1,283 days lost).
  • Sprains and strains was the most frequently reported nature of injury for coal contractors (n=105; 38.7%) and for noncoal contractors (n=96; 27.9%).

Notes

Publicly released employment and accident/injury/illness data were collected by the Mine Safety and Health Administration (MSHA) under the Code of Federal Regulations (30 CFR 50). All analyses of accident data exclude office employees. Occupational fatalities exclude all cases under 17 years of age. Caution should be used when interpreting rates based on a small number of events.

   [1] Both mine operator and independent contractor employees work at mining operations. Active mines are those that report any mine operator employment. Mines at which only independent contractors were working and did not show any operator employment were not counted.

   [2] Mining industry sectors include: (1) coal, (2) metal and nonmetal, and (3) stone and sand & gravel.

   [3] Average number of employees working at individual mines during calendar quarters of active operations (includes office workers).

   [4] Full-time equivalent employees computed using reported employee hours (2,000 hours = 1 FTE; includes office workers).

   [5] Independent contractors do not report mine-specific information for employment. The data they provide are summaries for all coal and all noncoal (metal, nonmetal, stone, and sand & gravel) mining operations. For this reason, contractors cannot be included when computing fatality and injury rates for either the metal and nonmetal or the stone and sand & gravel industry sectors.

   [6] Mining commodity and type of employer classes include coal operators, metal operators, nonmetal operators, stone operators, sand & gravel operators, coal contractors, and noncoal (metal, nonmetal, stone, and sand & gravel) contractors.

   [7] Surface work locations include surface operations at underground mines, surface operations (strip or open pit), dredge, other surface operations, independent shops and yards, and mills or preparation plants.

   [8] Total days lost includes actual days away from work and/or days of restricted work activity. For permanently disabling injuries only, statutory days charged by MSHA were used if they exceeded the total lost workdays.
