MSHA has a Web site that offers information, fact sheets, and a description of its technical assistance services. Publications Nine MSHA Fact Sheets covering various aspects related to mining (including historical safety and health information) are available at their Web site. Besides working directly with individual mining operations, MSHA conducts investigations, performs laboratory studies, performs safety-related tests of mining equipment, and provides special onsite assistance during mine emergencies. The OSHA home page contains links to their Web sites for consultation services, voluntary protection programs (VPPs), State programs, programs and assistance for small businesses, training, education, and other services. You can also click on the map of the U.S. on the OSHA home page to find out how to contact your area or regional OSHA office. OSHA publications of interest to small businesses include the following documents: Asbestos Standard for General Industry OSHA local area offices distribute these titles as well as other free publications about safe work practices and control of hazardous substances. Publications available in Spanish include the Heat Stress Card and the Cold Stress Card. Two other publications from OSHA are Keeping Your Workplace Safe: Q's and A's for Small Business Employers and the OSHA Handbook for Small Businesses (OSHA 2209). They may be purchased from the U.S. Government Printing Office or downloaded from the OSHA Web site at www.osha.gov/pls/publications/pubindex.list. You may also order the Regulations, Documents, and Technical Information on CD-ROM from the U.S. Government Printing Office. Training The OSHA Training Institute in Des Plaines, Illinois, and Training Education Centers provide basic and advanced courses in safety and health. Small business owners or managers might consider the basic 10-hour training course, which is provided by authorized trainers in addition to many other courses on specific subjects. They are always at the request of the employer. OSHA also offers workplace safety and health training and technical assistance. Consultation is free and is completely separate from OSHA's inspection effort. No citations or penalties are involved (in July 1999 OSHA proposed changes to the consultation program that could (potentially) tie complimentary consultation to an inspection and citation). The onsite consultants will not issue citations, propose penalties, or report violations. The OSHA Handbook for Small Businesses describes how this works. All States provide free onsite consultation. Twenty-five States have developed and operate their own job safety and health plans under approval and monitoring by OSHA.
