The mission of Florida Comprehensive Assessment, Strategic Success (COMPASS), the Florida Department of Health's assessment initiative, is to enhance the capabilities of local public health systems to conduct community health improvement planning processes and apply the results for improved health outcomes and public health policy formation. Florida COMPASS builds infrastructure and capacity for community health assessment through
- Formulation of policy for systematic performance of comprehensive community health assessments,
- Establishment of performance standards and benchmarks for community health assessment,
- Development and access to Florida's Internet-based data system (Community Health Assessment Resource Tool Set [CHARTS]) and other tools designed to assist the local public health system partners with community health improvement process skills.
- Public health workforce development through multi modal training opportunities and technical assistance, and
- Evidence-based evaluation and continuous quality improvement of the statewide initiative for community health assessment, as well as enhancement of local processes.
Florida COMPASS uses the National Association of County and City Health Officials' (NACCHO) Mobilizing for Action through Planning and Partnerships (MAPP) planning model as the framework for developing tools and processes. Through the Florida COMPASS initiative, local county health departments and the communities they serve will have access to data via CHARTS, Internet-based and regional training for skills enhancement, reference materials for community health assessment including field guides and web based templates and tools, marketing and public information materials for raising awareness of the benefits and impact of assessment, performance benchmarks and quality improvement standards for local county health departments, and quantitative and qualitative evaluation reports on processes and outcomes.
