The expansion of the AIDS surveillance case definition in 1993 caused a
substantial increase in reported cases. However, new treatments have slowed the
progression from human immunodeficiency virus (HIV) infection to AIDS and from
AIDS to death. Consequently, the number of new AIDS cases is declining, and the
number of persons living with HIV infection and AIDS is increasing.
