Epidemiology and Laboratory Capacity (ELC) Cooperative Agreement Program
Funding Initiated In 1999
FY05 Funding July 1, 2005 through December 31, 2005 - $328,018
Activities Proposed for FY 05
Antimicrobial Resistance, Food Safety, Hepatitis Prevention and Control, Influenza Surveillance and Response, National Electronic Disease Surveillance System, West Nile Virus, General Epidemiology and Laboratory Capacity
Key Performance Indicators
Antimicrobial Resistance
- Promotion of Appropriate Antibiotic Use in the Community.
Food Safety
- An evaluation of the two regional foodborne outbreak training sessions for county health department personnel will be conducted by administering pre- and post-tests to participant. The evaluation will measure improvements in knowledge of core concepts of investigation methodologies such as the steps of an outbreak investigation, clinical and environmental specimen collection, and basic concepts of epidemiologic study designs.
- A point in time review of enteric and ova and parasite kits available in local county health departments will be conducted to measure the expected accessibility of clinical specimen collection resources in the event of an enteric outbreak.
- Foodborne outbreak data will be entered into the Electronic Foodborne Outbreak Reporting System (EFORS) within 60 days of the first date of illness onset of reported outbreak associated cases.
Hepatitis Prevention and Control
- Regular status reports from personnel will detail results and survey findings pertinent to Hepatitis C.
Influenza Surveillance and Response
- The number of regularly reporting ILI sentinel provider sites will continue to meet or exceed the objective of 1 provider per 250,000 people.
- ILI sentinel provider sites will be maintained in each of the eight regions of the state.
- The number of participating sentinel laboratories reporting influenza testing results will increase compared to the previous influenza season.
National Electronic Disease Surveillance System
- Implement the NEDSS Base System (NBS) Operational Data Store (ODS).
- Implement the PHIN Messaging System.
- Message Formation and Parsing and Data Transformation.
West Nile Virus
- A continued provision of the surveillance data for the department web site as well as surveillance reports to our cooperators will serve to monitor our progress.
General Epidemiology and Laboratory Capacity
- Effectiveness of configuration activities includes, for example, the number of new labs, tests, test groups, observations, etc. added or modified.
