Trends in Health Insurance and Access to Care from 1997-2008

Table 5 provides annual state-specific estimates for the 20 largest states in terms of population as well as national estimates from 1997 – 2008 by insurance type and age group for persons under 65 years of age. The original table produced included data through 2007. This table was updated recently to include full year 2008 estimates. Although the relative standard errors are generally less than 30%, they are still quite large for children under 18 in some states, especially for the measures of public coverage and uninsured. Large swings in rates – especially for children with public coverage – are often statistically insignificant.

1 A person was defined as uninsured if he or she did not have any private health insurance, Medicare, Medicaid, Children’s Health Insurance Program (CHIP), state-sponsored or other government-sponsored health plan, or military plan. A person was also defined as uninsured if he or she had only Indian Health Service coverage or had only a private plan that paid for one type of service such as accidents or dental care.

2 The category “public coverage” includes Medicaid, Children’s Health Insurance Program (CHIP), state-sponsored or other government-sponsored health plan, Medicare (disability), Veterans Administration (VA) and CHAMP-VA. A small number of persons were covered by both public and private plans and were included in both categories.

Beginning in the third quarter of 2004, two additional questions were added to the National Health Interview Survey (NHIS) insurance section to reduce potential errors in reporting Medicare and Medicaid status. Persons aged 65 years and over not reporting Medicare coverage were asked explicitly about Medicare coverage, and persons aged under 65 years with no reported coverage were asked explicitly about Medicaid coverage. In 2006, NHIS underwent a sample redesign. The impact of the new sample design on estimates presented here is expected to be minimal. This table was modified from the original release of to include 2008 estimates.
