Grants Application and Reporting
System (GARS)
What is GARS?
The Grants Application
and Reporting System is a state-based electronic system that enables grantees to create and submit both their annual application and annual
report to CDC electronically.
The original version
1.1 of GARS has been used since 1996 by almost all of the grantees. In 2001,
major modifications were made to the system and a new GARS version 2 was
released on September 6, 2001. The modifications were made to link all
block grant-funded activities with the Healthy People 2010 goals and
objectives. Prior to 2001, the block grant funded activities were linked
to the Healthy People 2000 goals and objectives. The goal of the new GARS
design is to provide states the ability to use the application system for
both priority setting and program planning. The evaluation
component includes detailed reporting on program activities funded with
block grant dollars and their impact on the health problem.
