Salvatore J. Lucido, JD, MPA
Associate Director for Policy, Planning and Evaluation
Salvatore J. Lucido, JD, MPA is the Acting Associate Director for Policy, Planning and Evaluation for the National Center on Birth Defects and Developmental Disabilities (NCBDDD). Mr. Lucido manages a nine member team responsible for: budget formulation; congressional relations; partner relations; health policy analysis; issues management; and performance and oversight reporting. He promotes NCBDDD programs through these activities and by managing the National Center’s engagements with agency’s Office of the Director, the Department of Health and Human Services (HHS) and other federal agencies.
Mr. Lucido has extensive public health policy experience. He began his career at CDC in 1991 as a Presidential Management Intern with CDC’s Office on Smoking and Health. In 1995, Sal joined the Office of Program, Planning and Evaluation in CDC’s National Center on Chronic Disease Prevention and Health Promotion where he worked a policy analyst on a variety of issues including cancer screening, obesity, cardiovascular screening, infant health, and aging. After a brief stint as CDC’s Privacy Rule Coordinator, where he was charged with preparing CDC and CDC partners for implementation of the HIPAA Privacy Rule, Mr. Lucido joined CDC’s Office of the Director, Division for Issues Management and Executive Secretariat as a Senior Policy Analyst and Team Leader. In this capacity, Mr. Lucido worked directly with CDC’s Senior Management Team on a wide variety of key public health issues include migration and quarantine regulation, environmental health issues, and terrorism preparedness and emergency response.
Mr. Lucido graduated Magna Cum Laude from Stonehill College in 1989 with a Bachelor of Arts in Political Science. In 1991, he earned a Master of Public Administration degree from the George Washington University and was accepted into the Presidential Management Internship (PMI) Program. In December 2003, Mr. Lucido graduated Cum Laude from the Georgia State University College of Law where he was a member of the Moot Court Honor Board, an oralist on the National Health Law Moot Court Team, and a pupil with the Bleckley Inn of Court. In May 2004, he successfully passed the Georgia Bar Examination and became an active member of the State Bar of Georgia. Mr. Lucido has also volunteered extensively with the Junior Chamber of Commerce (Jaycees) serving as a local president in 1995, the national legal counsel in 2005, and a Foundation Trustee from 2006 – 2008. Finally, Mr. Lucido has been an Adjunct Professor of Political Science at Clayton State College and University.
