CDC is refocusing the nation’s attention on the domestic HIV epidemic. 
CDC’s new communication campaign directly addresses complacency by reminding all Americans that HIV/AIDS remains a significant health threat.  
CDC launched the Act Against AIDS Campaign (AAAC) on April 7, 2009

Incorporate HIV/AIDS education and awareness, prevention, communication strategies into the day-to-day activities of AAALI organizations.

1) Fund national organizations that are historically and traditionally a part of the African American, Hispanic/Latino, or MSM culture and community, who can mobilize and educate African Americans or Hispanic/Latinos. 
2) Fund organizations and/or a coalition that can mobilize and educate Black MSM or MSM of all races.

Integrate HIV prevention in communication, mobilization, and outreach activities of large historically African American or Hispanic/Latino national organizations that have proven reach and credibility in the African American or Hispanic/Latino communities. 
Create a network within the two leadership initiatives that can support CDC and its partners in implementing innovative, credible, effective approaches that respond to the unique challenges facing HIV prevention efforts among African Americans or Hispanic/Latinos.

Increase the number of organizations that serve or engage Black MSM or MSM of all races.

Create a system for networking and collaboration among large organizations to work together to augment HIV/AIDS prevention efforts among Black MSM and MSM of all races. 
Create and integrate sustainable HIV/AIDS prevention programming within influential National organizations serving Black MSM or MSM of all races.

he measurable outcomes of the program will be in alignment with two of the Division of HIV/AIDS Prevention’s (DHAP) performance goals: 1) Decrease the number of persons at high risk for acquiring or transmitting HIV infection. 2) Increase the proportion of HIV-infected persons who know they are infected.

Integration activities are represented by 3 areas:
Education - every member/constituent of the awarded organization is educated about HIV/AIDS and its impact upon African Americans, Hispanic/Latinos, or MSM.
Commitment - every member/constituent of the awarded organization is aware of and understands the awarded organization’s commitment to stopping the severe impact of HIV/AIDS within African Americans, Hispanic/Latinos, or MSM.
Sustainability – each awarded organization institutes long term strategies for mobilizing its members, partners, and other resources to address HIV/AIDS among African Americans, Hispanic/Latinos, or MSM as a component of the awarded organization’s overarching operational and strategic plan.

Activities will be defined by the expectation that all awarded organizations within each of the individual leadership initiatives will work together to develop shared goals, objectives, tools, and resources.
Awarded organizations will also be expected to leverage their resources, expertise, and best practices with CDC and across AAALI organizations.

Required Activities
AAALI Activities will be conducted over four phases:
1. Preparation Phase (Yr 1): Awarded organizations will have a greater internal focus, providing their members/constituents with basic HIV/AIDS information and training.
2. Outreach Phase (Yrs 2 and 3): Awarded organizations will shift from a primarily internal focus to a primarily external focus, developing and implementing strategies for engaging African American, Hispanic/Latino, or MSM  communities with grassroots HIV/AIDS mobilization efforts via their chapters, affiliates, and partnerships with other community organizations .

3. Expansion Phase (Yr 4): Awarded organizations will increase the number of chapters and affiliates that are involved in HIV/AIDS mobilization activities
4.  Modeling Phase (Full Integration – Year 5): By the end of the fifth year, each of the AAALI organizations will have fully-integrated HIV/AIDS strategies into their organization and are prepared to model this organizational change for other organizations engaged in the fight against AIDS.

1. Develop and implement an organizational action plan that will integrate HIV/AIDS prevention efforts into the awarded organization’s existing infrastructure and normal activities to reach all national and chapter leadership and members, and throughout the greater African American, Hispanic/Latino, or MSM communities.
2. Implement the approved action plan.
3. The Coordinator should represent the awarded organization in all AAALI cohort activities, complete all reporting and data reporting/evaluation requirements, serve as the organization’s primary point of contact for CDC on all matters related to AAALI.

4. Increase opportunities for early diagnosis by promoting prevention campaigns that encourage African Americans, Hispanic/Latinos, or MSM to be tested and to provide information about the importance of seeking treatment and access to care. 
5. Work with partner organizations (e.g. health departments and clinics, community-based organizations, social and civic organizations, etc) that are experienced in HIV/AIDS testing and treatment to make African Americans, Hispanic/Latinos, or MSM aware of the importance of knowing their HIV status. As stated in the presentation, this activity is a duplicate of #11 (slide 21).
6. Provide information regarding local testing, counseling, and        referral  sources on websites.

7. Encourage HIV testing in school-based health clinics
8. Produce articles, features, and segments that focus on the process and benefits of early diagnosis and treatment of HIV/AIDS

10. Participate in AAALI calls, meetings and trainings. This includes monthly programmatic calls, training webinars, and cohort meetings.
11. Work with other national and local partners to increase opportunities for early diagnosis by promoting prevention campaigns that encourage African Americans, Hispanic/Latinos, Black MSM or MSM of all races to be tested and to provide information about the importance of seeking treatment and access to care. As stated in the presentation, this activity is a duplicate of #5 (slide 19).
12. Develop and implement a program monitoring and reporting plan that        includes details on how the grantee will ensure quality assurance.
13. (For Part B organizations only) - Offer technical assistance to         AAALI organizations and its other partners on addressing HIV among Black MSM or MSM of All Races.

Additional Activities
1. Submit any newly developed public information resources and materials to CDC so they can be accessed by other AAALI organizations and agencies via the AAALI Community of Practice.
2. Adhere to CDC policies for securing prior approval for CDC sponsored conferences.
3. If the applicant or grantee plans to use materials and include the name or logo of either CDC or the Department of Health and Human Services (HHS), a copy of the proposed material must be sent to CDC's Grants Management Office for approval.
4. Convene local materials review panel or utilize the local health department materials review panel to comply with CDC’s Assurance of Compliance with the Requirements for Contents of AIDS Related Written Materials Form.

Restrictions, which must be taken into account while writing the budget, are as follows:
Recipients may not use funds for research.
Recipients may not use funds for clinical care.
Recipients may only expend funds for reasonable program purposes, including personnel, travel, supplies, and services, such as contractual.
Recipients may not generally use HHS/CDC/ATSDR funding for the purchase of furniture or equipment.  Any such proposed spending must be identified in the budget.

A copy of the indirect cost rate agreement is required.  If the indirect cost rate is a provisional rate, the agreement should be less than 12 months of age.
