HIV/AIDS Assets and Strategic Focus

Strategic Focus
The CDC HIV/AIDS Ukraine office was established in August, 2010. Its first cooperative agreement was awarded to the Ukraine Ministry of Health (MoH) in the amount of $1.45 million per year for five years.

Building Capacity
CDC intends to strengthen the capacity of the MoH through the cooperative agreement in the following activity areas.

  1. Advancing the use of surveillance and program monitoring for data-driven programming
  2. Improving the national blood safety program
  3. Strengthening the HIV national reference laboratory and laboratory network, especially in quality management systems
  4. Enhancing antiretroviral therapy (ART) training capacity and HIV/TB detection and management

Notable Accomplishments


  • The CDC Ukraine office has awarded a cooperative agreement to the MOH for their HIV/AIDS national program and has ratified a memorandum of cooperation between CDC and the MOH in December 2010 on HIV/AIDS initiatives.

  • CDC Ukraine and USAID are the main President's Emergency Plan for AIDS Relief (PEPFAR) agencies in the Ukraine and have maintained a close working relationship which contributed to the successful development of Country Operational Plans in 2010 and 2011.

Laboratory Systems

  • CDC initiated laboratory technical assistance to the MoH after conducting an assessment of the HIV laboratory infrastructure in June 2010. The assessment was followed by joint development of an operative plan for capacity development activities in March 2011. A TB/HIV grant was awarded in September 2011.
