HIV/AIDS Assets and Strategic Focus

The CDC Angola office opened in 2002. In collaboration with the Angola Ministry of Health (MoH), current activities focus on laboratory and health system strengthening including blood safety, disease surveillance, and the prevention of medical transmission of HIV.

Strengthening Public Health Systems
CDC funds the National Blood Center to ensure safe and efficient collection, processing, and utilization of blood with an emphasis on increasing non-remunerated, voluntary blood donors. CDC support national HIV surveillance in ante-natal clinics and behavioral and social sciences studies.

Strengthening Laboratory Systems and Networks
CDC is supporting strengthening Angola’s tiered laboratory system by providing technical assistance and training for quality laboratory systems and the development and implementation of a national strategic plan.

Through the Field Epidemiology and Laboratory Training Program (FELTP), which began in October 2011, CDC collaborates with the MoH to address human resources issues related to epidemiology and laboratory personnel.

Notable Accomplishments

Monitoring and Evaluation

  • CDC is increasing Angola’s capacity to conduct HIV surveillance and in conducting studies, such as behavioral studies with biological markers.

Strategic Information

  • CDC is helping Angola collect information for program improvement by coordinating SI activities among multiple stakeholders, including: the government of Angola, the World Health Organization, the Joint United Nations Programme on HIV/AIDS , the Global Fund, and the World Bank. This has included technical assistance in the design and development of information systems and helped Angola initiate the FELTP, harmonized reporting indicators among multiple donors, and pilot early infant HIV diagnostics using DNA polymerase chain reaction.
