Working Capital Fund (WCF)


CDC's WCF replaces the current Business Services Support budget line in CDC's main budget appropriation. Currently, this line funds CDC's Business Services Offices (BSOs), including the Office of the Chief Financial Officer (OCFO), the Procurement and Grants Office (PGO), and the Office of the Chief Information Officer (OCIO). BSOs, which are called service providers in the WCF, will provide services to programs and the WCF will bill programs for business services consumed based on pre-established rates. Payments obtained from programs will be used to fund business services operations.

CDC’s WCF will fund a variety of business services, including:

  • Safety, security and assets management
  • IT services, support, and infrastructure
  • Management analysis support
  • Financial management and oversight
  • Procurement and grants
  • Human resources
  • Centralized administrative services
  • Travel
