Established in 1997, PHPS offers a comprehensive service and training program specifically designed for graduates of master degree programs who have at least 1 year of public health related work experience. After completing the 3-year, on-the-job training program, participants have the knowledge, skills, and experience necessary to assume leadership roles in program management at the international, federal, state, and local levels.
Since 1997, the majority of candidates selected for positions have held Master of Public Health (MPH) degrees. However, candidates from other academic programs with related public health experience are also eligible (e.g., public policy, business administration, social work). Additionally, candidates who have the appropriate credentials and who are representative of underserved populations are strongly encouraged to apply.

Selection Process
Phase One consists of a quantitative assessment of each application conducted by a review panel.
Phase Two involves personal interviews. The interviews include individual, group, and written exercises that assess interpersonal and team skills, analytical thinking, and oral and written skills. Typically, candidates are notified in March whether they are being invited to participate in the interview phase of the process. Interviews are then scheduled for late April when candidates must travel to Atlanta at their own expense.
During the selection process, consideration is given to the following:
- critical thinking and problem solving abilities;
- initiative with the ability to work independently with moderate to low supervision;
- variety of experience in public health and a range of community activities;
- willingness to seek guidance when appropriate;
- leadership qualities and skills;
- commitment to public health practice; and
- flexibility in work locations and job responsibilities.
Final selections are based on
- an understanding of and commitment to public health;
- an understanding of the PHPS program;
- the ability of the PHPS program to support the candidate's career goals;
- a potential for future career growth in public health; and
- program need.
