From 1988 to 2006, the hospital discharges rates for heart failure as the first-listed diagnosis per 1,000 diabetic population declined for people younger than 65 years. However, for people aged 65 or older, the rate remained level in the late 1980s and the mid-1990s, then declined beginning in the late 1990s.
