  1. With whom do providers register their intent to submit cancer data?

Providers must register their intent to submit cancer data for meaningful use (MU) Stage 2 with the public health agency (PHA) to which they intend to submit data. Providers must register their intent with the PHA no later than the 60th day after the start of their electronic health record (EHR) reporting period.

  1. When does the 90-day EHR reporting period start?

For 2014 only, all providers are required to demonstrate MU for a three-month or 90-day EHR reporting period only. The Centers for Medicare & Medicaid Services (CMS) will permit this one-time, three-month or 90-day reporting period in 2014 so that providers who must upgrade to 2014-certified EHR technology will have adequate time to implement new EHR systems.

  • Medicare providers: The 3-month reporting period is fixed to the quarter of either the fiscal year (for eligible hospitals and critical access hospitals) or calendar year (for eligible professionals) to align with CMS quality measurement programs.
  • Medicaid providers: The three-month or 90-day reporting period is not fixed because Medicaid providers do not have the same alignment needs.

Each state will set up its own registration process. An example of a state registration process can be found from the Michigan Department of Community Health.

  1. When should states have a registration system implemented?

The process should be in place by January 1, 2014.

  1. May providers register before January 1, 2014?

Yes, if their public health agency is prepared for registration sooner.
